Select photos, tap Share, then Create link. Paste the photos.app.goo.gl link here.
iPhone
In Photos, make a Shared Album, turn on Public Website in its settings, and copy the icloud.com link.
Anything else
Any https link works: Dropbox, OneDrive, Amazon Photos, or a folder on a drive.
